is a credit score in the 400s enough to buy a house?

looking at buying a house, does anyone know where someone who makes close to 6 figures a year, but has a current credit score would be able to get a mortgage, and what penalties there may be for having such a low credit score

I’d like to get pre-approved, but if I don’t go through with buying a house, I hate to have my credit score lowered just because I applied/was approved for a loan.
